A new paper by Gi Group outlines how international mobility can be an upskilling solution for candidates and an effective response to labour shortage

Gi Group – the global core business brand of Gi Group Holding offering Temporary, Permanent and Professional Staffing Services – today released a new in-depth white paper on international mobility in the European Union which underlines that the priority industries for EU movers are Logistics, Manufacturing, FMCG and Automotive.

同时,白皮书还指出,仓库操作员、生产工人和工厂工人是其中最需要的普通蓝领人员,另外还有技术和行业专业人员,具体包括专业技术员、维修操作员、数控操作员、焊工和叉车司机。

Warehouse operators, production workers and factory workers are the most required general blue-collar profiles, while technical and industrial professionals include specialised technicians, mainteinance operators, CNC operators, welders and forklift drivers.

Intra-EU mobility grew 1.2% between 2018 and 2019. Since 2020 the Covid-19 pandemic totally disrupted the world and its effects on movers across EU have yet to be reliably ascertained. Furthermore, the Ukrainian crisis brings uncertainty and will have a deep impact on the trend over months and years. However, the proof that international mobility can play a key role in the next future comes from the data on labour vacancies that are at their highest for over a decade, and in some cases even exceeds pre-pandemic figures, with some sectors and countries being affected more than others. The labour shortage appears particularly challenging, for example, in food services and manufacturing, where activities have increased by 3.5% and 2% respectively since January 2020. In terms of countries, it has risen by 40%-60% in Finland, Sweden, Switzerland and the UK and 40% in Austria in the same period, while Portugal has registered peaks of 20%-40% and Germany and Poland of +20%.

According to the study, international mobility, if properly sustained by active policies, can represent an effective solution for companies to overcome candidate scarcity and skill mismatch issues which are among the biggest challenges for businesses nowadays. It can also become a powerful, continuous upskilling engine, allowing people to fulfill sustainable work and life conditions and ultimately generate value throughout society.

此外,虽然通常情况下,许多注意力都集中在移动人口的目的地国上,但不得不说的是,国际流动也可能是移动人口来源国经济发展的一个关键因素。因为那些回国的移动人口凭借在国外的经验增强了自身乃至当地的技能库,而这很可能有利于提升来源国人力资本的资质和技能。从本质上来说,这是一种循环经济模式,而国家层面的积极政策在确保原籍国能够鼓励其移动劳动人口回国方面发挥着关键作用。

Furthermore, while much attention is generally focused on destination countries, international mobility can also be a key element in the economic development of sourcing countries, which may improve the qualifications and skills of their human capital as those who return enhance the local skill pool due to their experience abroad: this is, in essence, a circular economy model where active policies at a national level play a key role ensuring that the countries of origin are able to encourage their workers to come back.

Along with the numerous positives, there are also considerable obstacles to overcome for movers, from physical distance from family members to social and cultural barriers and difficulties with language.
